Returns a computed ref of the effective app hotkeys from `HotkeysProvider`,
typed by `Register`: each declaration with the user's custom hotkey applied.

## Returns

`ComputedRef`\<`Readonly`\<`Record`\<`string`, `AppHotkey`\<`string`, `HotkeyChord` \| `HotkeySequence` \| `null`\>\>\>\>
